The problem seems to be that you selected Word 2016 when you posted but your screen shot reveals that you're actually using Word 2011. User templates are stored in a completely different location for each of those releases of Mac Office. Also, the original path you mentioned is to the wrong Library folder.

The one you went to is the one on the main level of your Macintosh HD, but the location you need to go to is the Library for your specific User Account. That Library folder is a Hidden folder.
