One Windows installation cannot ever 'read' another one. Your Windows 10 and Windows 8.1 cannot talk to each other, and it doesn't matter if you have the same account on each one. What is truly happening is that another user account on that install of Windows (10 or 8.1, whoever is telling you that) already has that account associated with it.
